县域财政金融服务的产业结构升级效应及异质性——基于动态面板分位数回归模型的实证研究  

Industrial Structure Upgrading Effect and Heterogeneity of County Fiscal-financial Services--Empirical Study Based on QRPIV Model

摘　　要：论文基于2010—2016年中国912个非贫困县和477个贫困县的面板数据,利用动态面板工具变量回归方法实证研究了财政金融服务及二者联动对县域产业结构升级的影响效应及其区域异质性。结果显示,财政金融服务在贫困县和非贫困县均有利于促进产业结构升级,而且该作用效应会随着产业结构水平的提高而不断增大;因为当前县域财政金融服务不协调,所以财政金融服务联动对产业结构升级的影响不显著,并且在贫困县与非贫困县表现出明显的差异;财政服务对县域产业结构升级的作用效应在贫困县更大,金融服务的作用效应在非贫困县更大;贫困县财政服务对县域产业结构升级的作用效应大于金融服务,非贫困县金融服务的作用效应大于财政服务。因此,在促进县域产业结构升级的过程中,既要加强财政金融服务强度以及二者的协调配合,又要制定差异化的财政金融服务政策以充分发挥二者的区域比较优势。Based on the panel data of 912 non-poverty counties and 477 poverty counties in China between 2010 and 2015,this paper uses the quantile regression of panel data with instrument variable(QRPIV)method to empirically study the effect of county fiscal-financial services and their coordination on industrial structure upgrading and regional heterogeneity between poverty and none-poverty counties.The results indicate that fiscal and financial services in all counties have significant positive effects on industrial structure upgrading,and the effect increasing with the improvement of industrial structure,but the effects of their interaction are non-significant.The effect of fiscal services in poverty counties is higher than none-poverty counties,while the effect of financial services in non-poverty counties is higher.In poverty counties,the effect of fiscal services is higher than financial services.In non-poverty counties,the effect of financial services is higher than fiscal services.Therefore,during the optimizing of county industrial structure,we not only need to enhance the coordination and cooperation of fiscal and financial services,but also need to make differentiated fiscal-financial policies to give full play to the comparative advantage of them in different counties.
