摘 要:政府向社会组织购买公共服务,是推动政府职能转变、转变公共服务方式的一种手段,其目的是增加市场活力、提高公共服务质量、降低行政成本。评估是政府购买社会服务的重要环节,然而我国政府购买评估工作存在“内卷”和“共谋”并存的实践困境,本研究通过广泛的文献研究,引入系统的以绩效为导向的动态绩效管理技术,采用Noto G提出的四阶段法,在“目标—因素—资源”分析框架基础上,定义评估结果,提取绩效驱动因素,识别战略资源和利益相关者群体,并提出培育评估机构、塑造动态评估理念、加强全过程管理、发展支持性评估功能等具体措施。Government purchase services from social organizations is a means to promote the transformation of government functions and public service modes,with the aim of increasing market vitality,improving the quality of public services and reducing administrative costs.The evaluation is an important step in the government’s purchase of social services.However,Chinese government has undergone a practical dilemma of"involution"and"collusion"coexisting in the evaluation of government's purchase in China's Mainland.Therefore,through extensive literature research,this study introduces a systematic performance-oriented dynamic DPM technique and adopts the four-stage method proposed by Noto G to define the evaluation results based on the analysis framework of"objective-factor-resource",extract performance driving factors and identify strategic resources and stakeholder groups.In addition,this paper puts forward specific measures such as nurturing evaluation institution,shaping dynamic evaluation concept,strengthening whole process management and developing supportive evaluation function.
