新时代党建引领基层治理面临的现实困境及其化解路径——以社会资本为分析视角

摘　　要：新时代以党建引领基层治理具有重要的现实意义,提升党建的引领实效成为基层党组织的重要目标。在社会资本匮乏导致基层治理成效不彰的现状下,以强化社会信任、社会规范和参与网络等社会资本的积极作用为着力点,能够有效提升党建引领基层治理的实效。在基层党组织强化社会资本积极作用的过程中,面临社会信任衰减引发社会动员困境、形塑作用失灵导致行为引导成效不彰和参与网络缺失降低主体互动水平等现实困境。以现实问题为导向,可以从优化作风监督和群际关系重塑社区社会信任、提升社区传播和互惠规范实效增加社会规范存量、提升供需与权责匹配精准性强化参与网络构建等方面构建推进党建引领基层治理的有效路径。In the New Era,it is of great practical significance to use party construction to lead grassroot level governance.Under the current situation that the lack of social capital leads to ineffective grass-root level governance,the positive role of social capital,such as strengthening social trust,social norms and participation network,can effectively improve the effectiveness of grass-root level governance led by party construction.In the process of strengthening the positive role of social capital,grass-root level party organizations are faced with such practical dilemma as the dilemma of social mobilization caused by the decline of social trust,the ineffective behavioral guidance caused by the failure of shaping function,and the lack of participation network which reduces the interaction level of subjects.Guided by practical dilemma,we can build an effective path to promote grass-root level governance led by party construction from three aspects:rebuilding community social trust by optimizing style supervision and inter-group relationship,increasing the stock of social norms by improving the effectiveness of community communication and reciprocal norms,and strengthening participation in network construction by enhancing the precision of match of supply and demand as well power and responsibility.
