良法善治:基因编辑治理的关键路径

摘　　要：习近平总书记强调,要“围绕基因编辑,加快推进相关立法工作”。这就意味着要将基因编辑的治理纳入法治思维,实现以良法保障基因编辑善治的实现这一治理的关键路径需要以如下三个维度作为发力点:一是以全面准确理解基因编辑作为立良法行善治之前提:二是以良法作为基因编辑治理的保障,对该技术立法正当其时,立法时应遵循良法的标准:三是以实现善治作为基因编辑治理的目标,善治的实现需要以国家治理为主导,社会治理为补充.Followed with the Party’s guidance, the thinking of rule of law should be involved into the governance of gene editing, and good governance of gene editing by good law should be realized. The key path of this governance needs to be focused on the following three dimensions. Firstly, a comprehensive and accurate understanding of gene editing needs to be taken as a prerequisite for good law and good governance. Secondly, good law should be taken as the guarantee of gene editing governance. Thirdly, to achieve good governance should be taken as the goal of gene editing governance, which needs to be led by national governance and supplemented by social governance.
