协同治理视角下“警保联防联控”机制运行研究

摘　　要：为应对基层警力不足的问题,提高基层治安治理能力,各地公安机关尝试与保安服务业合作,引导保安服务业参与社会治安秩序维护,形成了“警保联防联控”机制。该机制的理论运行框架可建构为运行动因、运行框架、运行路径、运行保障,然而在实践中出现了保安员职权模糊、被动参与、缺乏有效沟通、治安资源共享失衡等问题,没有发挥出制度预想的作用。公安机关作为主导力量需完善“警保联防联控”机制的制度设计,应围绕协同治理的核心要素,制定规范化制度实现治理主体功能互嵌,搭建沟通平台保证治理主体互信互重,建立资源共享平台实现利益整合,以提升保安员的治理主体地位,实现“警保联防联控”机制的治理成果共享,共同维护社会治安秩序。In order to cope with the problem of insufficient police force at the grassroots level and improve the ability of grassroots public order governance,the public security agencies tried to cooperate with the security service industry and guide the security service industry to participate in the maintenance of public order,thus forming the Joint Prevention and Control Mechanism of Police and Safety Guard.The theoretical operation framework of the mechanism can be constructed as operational motivation,operational framework,operational path,and operational security.However,in practice,it did not play the role as expected.There have been problems such as ambiguous security authority,passive participation of security guards,lacking of effective communication,and imbalance in public order resources sharing.In order to enhance the governance status of security guards,realize the sharing of governance results of the Joint Prevention and Control Mechanism of Police and Safety Guard,and maintain public order,the public security agencies as the leading force should improve the system design of the Police and Safety Guard Joint Prevention and Control Mechanism.Specifically,it should formulate a standardized system around the core elements of collaborative governance to realize the mutual embedding of the functions of governance subjects,forge a communication platform to ensure mutual trust and attention among governance subjects,and establish a resource sharing mechanism to realize the integration of interests.
