人类命运共同体视域下反恐国际合作研究

摘　　要：当前全球恐怖主义犯罪数量仍处于高位运行态势,犯罪空间较为集中,但全球蔓延趋势明显,造成的伤亡惨重,袭击手段多样、武器类型丰富。同时,恐怖主义犯罪又呈现出犯罪目标有新拓展、犯罪造成的财产损失扩大、犯罪活动全球化与本土化交织发展、犯罪数据化生态日益明显等发展趋势。基于此,反恐国际合作成为治理恐怖主义犯罪的必由之路。人类命运共同体理念的提出为反恐国际合作提供了新安全观、全球治理观、可持续发展观的新理念。反恐国际合作需要在微观上加强侦查治理能力,中观上完善反恐法律体系,宏观上加强区域反恐合作,使反恐国际合作水平迈上新台阶。At present,the number of terrorist crimes in the world is still at a high level,and the crime space is relatively concentrated,but the trend of global spread is obvious,resulting in heavy casualties,diverse means of attack and abundant types of weapons.At the same time,terrorism crime shows new features,such as new expansion of criminal objectives,expanding trend of property losses caused by crime,intertwined development of globalization and localization of criminal activities,and increasingly evident crime data ecology.Therefore,international cooperation against terrorism has become the only way to deal with terrorism crimes.The proposal of the Community of Human Destiny provides a new concept of security,global governance and sustainable development for international cooperation against terrorism.International cooperation in combating terrorism needs to strengthen the ability of investigation and governance at the micro level,improve the legal system of combating terrorism at the meso level,and strengthen regional cooperation in combating terrorism at the macro level,so as to bring the work of international cooperation in combating terrorism to a new level.
