摘 要:国家科技计划项目数据汇交对促进数据的规范化整合与开放共享、发挥数据支撑国家科技创新与经济社会发展的价值具有重要意义。我国《科学数据管理办法》的出台促使国家科技计划项目数据汇交成为数据共享应用的大势趋。在此背景环境下,本文系统分析1999—2018年国家科技基础性工作专项资源环境领域已立项项目的类型与数量年度变化情况、项目数据汇交的进展以及汇交的数据资源内容特征,为项目管理者与数据用户全面掌握该领域项目数据汇交情况、系统了解项目产出数据动态提供基础支撑,促进国家科技计划项目汇交数据资源的广泛共享和有效利用。Data collection for national science and technology program is of great significance to promote the standardized integration and open sharing of data,and to fulfill the value of data supporting national scientific and technical innovation,as well as economic and social development.With the official promulgation of Measures for the Administration of Scientific Data at national level,data collection of national science and technology program has become the prevailing trend of data sharing application.In view of this background,this study systematically analyzed three issues of the National Special Program of Basic Research Works for Science and Technology(BWST)in resource and environment field from 1999 to 2018,including the annual changes of types and quantities,the progress of data collection,and the data resource contents.Furthermore,this study provided fundamental support for program managers and data users to understand the advances of data collection and the characteristics of output data of BWST in the resource and environment field clearly and comprehensively,and eventually promote extensive sharing and effective utilization of data resources of national science and technology program.
