我国地级行政区划禁毒立法探索与实践

摘　　要：武汉市、凉山彝族自治州、珠海经济特区三个地级行政区划于2019年相继制定颁布了禁毒条例。三地充分运用设区的市地方立法权和经济特区授权立法权,立足本地禁毒工作实际、积极适应毒情形势变化、总结禁毒实践经验,从立法原则、宣传教育、毒品管制、戒毒管理、法律责任等方面对地方禁毒工作予以明确和细化,成为禁毒地方性立法的有益探索与实践,其样本和示范效应将为其他地方禁毒立法和国家层面的禁毒法律修订提供经验和素材。Three prefectural administrative divisions,Wuhan city,Liangshan Yi Autonomous Prefecture and Zhuhai Special Economic Zone,successively enacted and promulgated drug control regulations in 2019.The three prefectural administrative governments undertook beneficial exploration and practice of local legislation in drug control,namely,making full use of the local legislative power of districts setting and the authorized legislative power of special economic zones,and based on the practical local drug control work,they made efforts to actively adapt the changes in drug situation,summarize the experiences of drug control,clarify and refine local drug control work in terms of legislation principle,publicity and education,drug control,drug management,and legal responsibility,providing sample and demonstration effects serving as experiences and reference materials for other local anti-drug legislation and national level anti-drug law revisions.
