新时代方志观之探微——兼论新时代方志体例风格及内容特色

摘　　要：关于"志观",其理论核心应是基于"史志同源"①共识下的哲学、历史学层面的"价值观问题"。古今方志价值观概括起来不外乎"存史育人资政",但因其社会形态②的差异,传统方志价值观主要以"孔孟之道"("四书五经"等思想)为指导,为帝王立言为世家存史为乡贤修志,旨在维护"封建正统观"。社会主义新时代③方志价值观主要以辩证唯物主义与历史唯物主义为指导,为党立言为国存史为民修志,旨在维护"社会主义核心价值观"。"良志"必具"善观"。新时代,只有立足当代文明,基于正确的志观,其笔下的志书才能切实做到不仅能让治国理政者"可以从中把握很多带有规律性的东西",也能够为普通百姓传承记忆,留住乡愁。方可谓"修志问道,以启未来"。The core theory of " concept of local chronicles" should be " the problem of values" on philosophical and historical aspects based on the " homology of history and local chronicles". The values of ancient and modern local chronicles,in a nut shell,are nothing more than " preserving history,educating people,and offering experience and lessons for governing". However,due to the differences of social forms,the values of traditional local chronicles are mainly guided by" the way of Confucius and Mencius"( " Four Books and Five Classics"and other thoughts) to expound the words of the kings and emperors,preserve history for aristocratic families,and record deeds of the local sages,aiming to maintain the "feudal orthodoxy". In the new era of socialism with Chinese characteristics,the values of local chronicles should be guided by the dialectical materialism and historical materialism,and the compilation of the local chronicles should expound the ideas of the Party,preserve the history of the country and record deeds of the people so as to maintain the " socialist core values". " Good local chronicles" must bear " positive ideas". In the new era,only by taking the foothold of contemporary civilization,and holding correct concept of local chronicles,can the local chronicles compiled truly achieve its ultimate purposes: help the governing body " grasp a lot of development laws within";pass down the memory for the ordinary people and retain their nostalgia. Only in this way can it be called " recording history and great learning to inspire the future".
