美国住房发展规划编制的经验与启示

摘　　要：住房发展规划是引导住房健康发展的重要抓手。2012年9月,我国首个国家层面的住房发展规划《全国城镇住房发展规划(2011—2015年)》正式发布[1],此次规划明确了住房发展规划的定位是国家国民经济和社会发展规划的专项规划。当前,我国住房发展面临许多新形势与新问题,对即将开展的“十四五”全国住房发展规划编制工作提出了更高的要求。相较而言,美国编制实施了多轮全国住房发展规划,形成了很多有价值的参考经验。通过深入分析和研究美国在住房发展规划编制中的做法和经验,为我国住房发展规划的编制工作提供有益的借鉴和参考。Housing development plan is an important tool to lead healthy housing development.In September 2012,China released its first national housing plan,China Housing Development Plan 2011-2015.It is defined that housing development plan should be a specific plan of the national socio-economic development plan.China is now faced with many new trends and challenges in terms of housing development,and thus a demanding task for the upcoming 14th Five-Year National Housing Development Plan.The United States has undergone several rounds of national housing development plans,and therefore has rich experience in this field.This paper analyzes the U.S.experience in drafting housing development plans and provides helpful lessons for China.
