摘  要:选取2010-2015年“一带一路”沿线省份的相关数据,运用三阶段DEA和Malmquist模型,将非期望产出的二氧化碳排放量作为投入变量,分别从静态和动态对沿线省份的物流业效率进行测度。结果表明,外部环境和随机因素对测算结果存在影响。从静态角度来看,17个省份的低碳物流效率存在地区差异化;从动态角度来看,技术进步拉动全要素生产率的发展。在此基础上提出:注重高新技术研发与应用,引领物流业变革;发挥龙头效应,推动物流业协同发展;调整产业规模,优化物流环节,降低能源消耗;推广低碳理念和开展逆向物流等建议,以推动“一带一路”沿线省份的物流效率不断提升。Taking the carbon dioxide emissions of undesired outputs as input variables,this article selects the relevant data of provinces and cities along“the Belt and Road”from 2010 to 2015,to measure the efficiency of the logistics industry along“the Belt and Road”in static and dynamic states via three-stage DEA and Malmquist models.Research shows that the external environment and random factors have influence on the measurement results.From a static perspective,there are regional differences in the efficiency of low-carbon logistics in 17 provinces and cities;from a dynamic perspective,technological progress drives the development of total factor productivity.On this basis,the paper puts forward some suggestions,such as paying attention to the R&D and application of high and new technology to lead the reform of the logistics industry;giving full play to the leading effect and promoting the coordinated development of the logistics industry;adjusting industrial scale,optimizing logistics links and reducing energy consumption;promoting the low-carbon concept and developing reverse logistics,in order to promot the logistics efficiency in provinces and cities along“the Belt and Road”.
