生态核心区县域经济发展的“新钻石模型”构建及应用--以海南省白沙县为例

摘　　要：县域经济的发展离不开竞争优势,波特的“钻石模型”能够较好地解释竞争优势,但该模型和后续的“钻石模型”理论体系有其局限性,并不能直接应用于县域经济的发展研究,已有的“钻石模型”理论体系并没有考虑到生态核心区生态保护的必要性以及中国的特殊国情。因此,对“钻石模型”进行了修正,构建了“新钻石模型”,使其适用于研究生态核心区县域经济的发展。“新钻石模型”强调了政府和机会这两大要素的重要性,改变了它们在波特“钻石模型”中作为辅助要素的地位,增加了两者之间的联系,同时考虑到生态核心区的独特性,加入了资源承载力和环境容量两大要素。此外,还对县域经济不同发展阶段“新钻石模型”的动态演进路径进行了探讨。文章还以白沙县为例,探究了“新钻石模型”的适用性。The development of county economy is inseparable from competitive advantage.Porter’s“diamond model”can better explain the competitive advantage,but the model and the subsequent“diamond model”theoretical system have their limitations,and cannot be directly applied to the development of county economy.Moreover,“Diamond Model”theoretical system does not take into account the necessity of ecological protection in the ecological core area and China’s special national conditions.Therefore,this paper revises the“Diamond Model”and constructs a“new diamond model”,which is suitable for the study of the development of county economy in the ecological core area.The“new diamond model”emphasizes the importance of government and opportunity,changes their status as auxiliary elements in Porter’s“diamond model”,increases the relationship between them,and adds the two elements of resource carrying capacity and environmental capacity considering the uniqueness of the ecological core area.In addition,it also discusses the dynamic evolution path of“new diamond model”in different development stages of county economy.This paper also takes Baisha County as an example to explore the applicability of the“new diamond model”.
