摘　　要：基于中国猕猴桃主产区陕西省眉县、周至县498户果农的调查数据,运用双栏模型分析法,分析了多重政府规制和市场收益对猕猴桃果农减量施药决策及减量施药程度的影响。结果表明:(1)样本农户中,减量施用农药的果农比例为44%,且已经减量施药的农户中,减量施用的程度均值仅为1.91。(2)多重政府规制变量中,培训宣传服务型规制显著正向影响果农减量施药决策和减量施药程度,病虫害预报服务型规制显著正向影响果农减量施药决策,规范型规制显著正向影响果农减量施药决策和减量施药程度。(3)市场收益变量中,价格预期和产量预期显著正向影响果农减量施药决策和减量施药程度。(4)控制变量中,户主受教育程度、家庭加入合作社显著正向影响果农减量施药决策和减量施药程度。Based on the survey data of 498 kiwi farmers in Meixian and Zhouzhi counties in Shaanxi Province,this paper uses the double hurdle model to analyze the impact of multiple government regulations and market returns on the behavior of farmers to reduce pesticide use.The results showed that:(1)Among the sample farmers,the proportion of kiwi farmers who applied pesticides in a reduced amount was 44%,and among those kiwi farmers,the average value of the degree of pesticide reduction is only 1.91.(2)Among multiple government regulatory variables,training and promotion service regulations have a positive impact on kiwi farmers’decision and degree of pesticide reduction,and disease and pest forecast service regulations have a positive impact on kiwi farmers’decision on pesticide reduction;and standardized regulations have a positive impact on kiwi farmers’decision and degree of pesticide reduction.(3)Among the market return variables,price expectations and output expectations have a positive impact on kiwi farmers’decision and degree of pesticide reduction.(4)Among the control variables,the education level of the head of household and the family organization’s management style have a positive impact on kiwi farmers’decision and degree of pesticide reduction.
