摘　　要：在“一带一路”倡议由“大写意”阶段走向“工笔画”阶段的关键历史时期,“一带一路”实物投资活动对供应链安全提出了更高的要求,保障实物资产供应链安全占据重要位置,防范化解供应链中断风险更显必要性。以全面风险管理和国际关系理论等为工具,运用系统科学的思想和方法,分析“一带一路”投资中实物资产供应链安全保障问题,构建“一带一路”投资中实物资产供应链安全保障的概念框架,并提出持续保障和应急保障两方面供应链安全保障的实现路径。研究表明:提升供应链安全持续保障和应急保障能力即提高供应链的柔性和弹性,对于防范化解供应链中断风险至关重要,能够实现保障“一带一路”投资中实物资产供应链安全的目的。In the key historical period of“The Belt and Road”from the“freehand brushwork”stage to the“fine brushwork”stage,“The Belt and Road”physical assets investment activities have put forward higher requirements on supply chain security.Thus,ensuring supply chain security becomes crucial and preventing and resolving the risk of supply chain interruption is particularly necessary.Taking comprehensive risk management and international relations theory as tools and using the thought and method of system science,this paper analyzes the supply chain security problem involved in“The Belt and Road”physical assets investment,and constructs the conceptual framework of physical assets supply chain security in“The Belt and Road”investment,and puts forward the implementation path of continuous guarantee and emergency guarantee for supply chain security.The research shows that improving the capability of continuous guarantee and emergency guarantee for supply chain security is improving the flexibility and elasticity of supply chain,which is crucial for preventing and resolving the risk of supply chain interruption,and can ensure the supply chain security of physical assets in“The Belt and Road”investment.
