城市物流业规划存在的主要问题及对策

摘　　要：物流业规划对城市物流业的发展具有较强的指导和约束作用。目前,从我国城市物流业发展的实际情况来看,物流业规划对城市物流业发展的指导、约束作用不强。主要原因是城市物流业规划存在着规划层级低、属性定位不准确,规划编制主体分散、缺乏统一的主管单位,规划重点内容没有反映物流新业态发展等问题。为切实发挥物流业规划对城市物流业发展的指导和约束作用,应根据城市资源禀赋等实际情况和物流业发展新趋势和新问题,把城市物流业规划纳入到城市整体发展规划中;地方政府要作为物流业规划的主管单位;切实增强城市物流业规划的前瞻性和全面性。Urban logistics planning has a strong guiding and restrictive effect on the development of urban logistics industry.The current situation of the urban logistics development in China suggests that urban logistics planning in China does not show strong guiding and restrictive effect on the development of urban logistics industry,which is due to problems in the urban logistics planning,such as the low degree of planning,the inaccurate positioning of property,the scattered subjects of planning,the lack of unified administrative units,and the failure of key planning contents to reflect the rapid change of logistics.In order to give full play to the guiding and restrictive role of urban logistics planning in the development of urban logistics,urban logistics planning should be incorporated into the overall urban development plan,the local government should act as the supervisor and approval unit of the urban logistics planning and the forward-looking and comprehensiveness of the urban logistics planning should be enhanced based on the actual situation of the urban resource endowment and the development trend of the logistics industry.
