乡镇政府资源整合与农村信访治理——基于豫北梨镇的实证研究

摘　　要：信访是社会弱势群体维护自身合法权益,重要的合法化途径,是化解社会矛盾的重要机制。梨镇政府在河道专项治理过程中依法拆除养殖户的违规圈舍,引发了养殖户的越级集体上访。对梨镇政府成功治理养殖户越级集体上访的实践进行案例研究,可以为此类上访事件的妥善解决提供一个研究范例。通过访谈法,对案例中的部分村干部、养殖户、村民进行深度访谈和研究后发现:乡镇政府通过运用本级政府的治理资源,制定和实施合理的治理政策,获得村庄层面的村民的支持,利用养殖户自身有利于息访的因素,能够成功地化解养殖户的越级集体上访行为。养殖户的息访,促进了河道专项治理的成功。乡镇政府通过整合治理资源,能够完成信访治理和其他方面的乡镇治理。Petition is an important legalization way for the vulnerable group to safeguard their own legitimate rights and interests,and an important mechanism to resolve social contradictions.In the special campaign of river regulation,the government of Li Town demolished the illegal farmhouses of farmers according to law,which led to the collective petition of farmers.This paper makes a case study on the successful management of farmers'leapfrog collective petition by the government of Li Town.The research results can provide a research example for the proper solution of such petition events.In this paper,interview method is used to conduct in-depth interviews with some village cadres,farmers and villagers in the case,and obtain more detailed research data.The results show that:the township government can successfully resolve the farmers'cross level collective petition behaviour by using the governance resources of the government at the same level,formulating and implementing reasonable governance policies,obtaining the support of villagers at the village level,and making use of the factors favourable for farmers'interest visits.The visit of farmers has promoted the success of special river regulation.Through the integration of governance resources,township government can complete the governance of letters and visits and other aspects of township governance.
