摘　　要：目的:探索临床科室医疗质量安全监测指标与控制目标的架构设计,为科室有效落实科学管理、过程管理与精细化管理提供重要的指导作用。方法:基于医疗质量管理的三维理论、SMART原则等,参考国家卫生管理部门各级要求、规章制度与国家医疗服务与质量安全报告的大数据,结合学科特色与科室需求,从多维度梳理医疗质量安全的监测指标与控制目标的属性与功能,探索其架构与内涵。结果:完成医疗质量安全5大版块监测指标与控制目标的架构设计,使医疗质量具体而形象地呈现在各级医院管理者面前。结论:该架构设计具有较强的科学性、适用性与推广性,对医疗质量持续改进具有重要的理论与实际意义。Objective:To explore the structure and design of medical quality and safety monitoring indicators and control objectives for clinical departments,and to provide important guidance for the effective implementation of scientific management,process management and refined management in departments.Methods:Based on the three-dimensional theory of medical quality management and SMART principle,with reference to the requirements of national health management departments at all levels,rules and regulations and big data from national medical service and quality and safety reports,combined with discipline characteristics and departmental demands,the attributes and functions of medical quality and safety monitoring indicators and control targets are sorted out from multiple dimensions,and their structure and connotation are explored.Result:The design of the architecture of monitoring indicators and control objectives in 5 major sections of medical quality and safety is completed,so that medical quality is concretely and vividly presented in front of hospital managers at all levels.Conclusion:The design of this framework has strong scientific,applicability and promotability,and has important theoretical and practical significance to the continuous improvement of medical quality.
