摘 要:受农村要素市场化改革滞后、内生发展扶持政策不足、政府支持效能较低等体制机制制约,中国新型农业经营主体总体上非常脆弱,支撑农业现代化发展能力还较弱。实现乡村振兴战略目标,必须依靠与培育好新型农业经营主体,要加快推进农村要素市场化改革,在改革系统化、协同化上下功夫;要持续增强新型农业经营主体内生发展动力,建立健全政策支持体系,探索数字化改造新路径;要全面提升政府支持效能,做好补齐农村基础设施短板、加强政策机制化制度化管理、增强财政支农协同性等“三篇文章”。Due to the lagging market-oriented reform of rural factors,insufficient endogenous development support policies,and low government support efficiency,China’s new agricultural management entities are generally quite fragile,and their ability to support agricultural modernization is still weak.To achieve the strategic goal of rural revitalization,we must rely on and cultivate new agricultural management entities.We must accelerate the rural factors market-oriented reform,and attach importance to systematization and coordination during the reform.We are supposed to continue to enhance the endogenous development capabilities of new agricultural management entities,establish and improve policy support systems,and explore new ways of digital transformation.We are supposed to comprehensively improve the effectiveness of government support,do a good job of filling the shortcomings of rural infrastructure,strengthen policy institutionalization and enhance the coordination of fiscal support for agriculture and so on.
