摘　　要：作为一项战略储备基金,全国社会保障基金管理的关键在于基金筹集和投资运营。全国社保基金建立二十年以来,取得了一定成绩,但仍存在资金来源非常态化、固定收益类投资占比高、长期投资和境外投资占比少等问题。分析澳大利亚、挪威和加拿大等主权养老基金发展较好国家的管理体制,有助于确立我国全国社会保障基金投资管理的优化路径,即通过计算基金支付需要以明确基金筹集规模和投资策略、增加委托投资比重以更好发挥市场力量、提高长期投资和境外投资的比重等。As a strategic reserve fund,the key of National Social Security Fund management lies in fund raising and investment operation.Since the establishment of National Social Security Fund two decades ago,it has made some achievements.However,there are still some problems,such as abnormal sources of funds,high proportion of fixed income investment,and low proportion of long-term investment and overseas investment.To analyze the management systems of Australia,Norway,Canada and other countries with better development of sovereign pension funds can help us establish the optimal path for the investment management of China's National Social Security Funds.That is,by calculating the fund payment needs,we can make clear the fund raising scale and investment strategy,increase the proportion of entrusted investment to better play the market power,and then increase the proportion of long-term investment and overseas investment.
