绿色发展与生态资本的耦合机制研究——以云南省为例

摘　　要：追求人与人、人与自然和谐共生是绿色发展的本质。在夯实绿色发展基础、推进绿色发展实践、保障绿色发展持续等方面,生态资本都发挥着重要作用。本文结合云南省的实际情况,从生态资本界定、生态资本核算、生态资本运营角度系统阐述了绿色发展与生态资本的耦合机制,指出践行绿色发展理念离不开每个个体的科学自然观,生产和消费环节亟需绿色创新,推进绿色发展转型需要考虑内涵式生产方式变革。同时,注重不同区域在空间上的差异性和统一性,保障绿色发展依靠国家宏观政策的顶层设计和引领,来激发利益相关者的参与性,提高利益相关者的获得感。The nature of green development is the pursuit of harmony and symbiosis between man and man,and between man and nature.Ecological capital plays an important role in building sound foundation of green development and promoting the practice of green development and ensuring persistence of green development.Combined with the actual conditions of Yunnan Province,the paper describes systematically the coupling mechanism of green development and ecological capital from the angles of ecological capital definition,ecological capital accounting and ecological capital operation,and puts forward that the practice of the green development concept requires scientific natural outlook of each individual,green innovation is urgently needed in production and consumption phases,the promotion of green development transformation needs to consider the transformation of connotative production methods,and at the same time,we should pay attention to spatial differences and unity among different regions,and ensure that green development relies on the top-level design and guidance of the country's macro policies in order to motivate stakeholder participation and improve the sense of acquisition of stakeholders.
