摘　　要：铁路市场化改革要求管理模式转向精细化。在分析国铁货车列检结算费用管理现状的基础上,根据目前货车列检的实际现状和货车列检工作的总体目标提出了基于稳定性、公平性和竞争性原则的国铁列车列检相关费用精细化管理方案。方案通过创建同质性、差异性和补偿性3类指标构建列检结算差异化指标体系,利用指标之间的不同设计实现货车列检工作平稳过渡和竞争机制之间的平衡,以推动货车列检工作效率的提升,增强管理的科学性,为货车维修管理的进一步提升提供借鉴。The market-oriented reform in railway requires China State Railway Group to convert its management mode to delicacy management.Based on the analysis of the current situation in the Group’s settlement fee management of freight train inspections and according to the actual situation and the overall objectives of freight train inspection work,this paper puts forward a delicacy management scheme of the Group’s train inspection related costs,with the principles of steadiness,fairness and competition.The scheme establishes an index system of differentiated fee settlement in train inspection through constructing three kinds of indicators:homogeneity,difference and compensation.The scheme achieves the balance between smooth transition of train inspection work and competition mechanisms through different design of indicators with the aim of increasing the efficiency of freight train inspection work and enhancing scientific management.The article provides reference for further improvement of freight train maintenance and management.
