摘　　要：重大疫情防控中民众和社会承受能力比平时脆弱,网络谣言具有更大的社会危害。网络谣言治理分政府规制和市场治理两部分。政府规制的过度运用会造成市场机制发挥作用空间被挤压,无法平衡言论自由和社会秩序之间的关系,导致政府公信力下降,出现"塔西佗陷阱"。因此在特殊时期必须践行依法治谣,把政府监管和市场调节结合起来:打造行业自律、民众自觉等与政府依法监管有机统一的二元化协同治理机制,实现网络谣言治理的法治化和高效化。In the prevention and control of major epidemics,the public and society are more vulnerable than usual,and Internet rumors have greater social harm.The governance of network rumor is divided into two parts:government regulation and market governance.The excessive use of government regulation will cause the market mechanism to play a role in space to be squeezed,unable to balance the relationship between freedom of speech and social order,resulting in the decline of the government’s credibility and the emergence of"Tacitus trap".Therefore,in the special period,it is necessary to practice the rule of law and combine the government regulation with the market regulation:to build a dual coordinated governance mechanism of industry self-discipline,public consciousness and the government regulation according to law,so as to realize the rule of law and high efficiency of network rumor governance.
