摘　　要：作为党在高校的基层组织的带头人,教师党支部书记是党支部各项工作的组织者、推动者和实践者。选拔好、培育好、使用好教师党支部书记,对于充分发挥基层党支部教育、管理、监督和服务高校教师党员的战斗堡垒作用,对于落实好党的路线方针政策、办好中国特色社会主义大学意义重大。地方高校要通过提升“双带头人”党支部书记对党建工作的认知水平、优化工作理念、健全考核管理机制,不断提升基层党建工作的质量和水平,以高质量党建推动高质量发展。As the leader of the Party's grassroots organizations in colleges and universities,the Party branch secretary for teachers is the organizer,promoter,and practitioner of all Party branch work.The selection,cultivation,and use of the Party branch secretary for teachers is essential for giving full play to the role of grassroots Party branches in the education,management,supervision and service of teacher Party members in colleges and universities,which is of great significance for implementing the Party's line,principles and policies and running a socialist university with Chinese characteristics.Local colleges and universities should continuously improve the quality and level of grassroots Party building work and promote high-quality development with high-quality Party building by improving the"dual-leader"Party branch secretary's awareness of Party building work,optimizing their working concepts,and improving the assessment and management mechanism.
