论第三轮修志期志鉴一体的融合机制

摘　　要：依照国务院《地方志工作条例》20年为一轮修志期的规定,全国各地的地方志工作将普遍进入第三轮修志阶段。从对志鉴一体的本质规定和第三轮志书编纂格局来看,志鉴一体融合机制有一定的工作基础,加之日新月异的现代化手段,客观上有利于志鉴一体融合机制的形成。志书、年鉴两者间既有联系,又有区别。通过志鉴相同度分析和志鉴差异性辨析,厘清两者关系是融合机制能否顺利实施的关键所在。只有在客观分析相互差异基础上并继续保持各自优势的理性结合,两者才能真正有机融合并有望形成长效机制。从行政法规对年鉴的性质定位以及前两轮修志所积累的大批年鉴成果等方面,特别是从全国地方志事业未来发展趋势看,志鉴一体的融合机制是地方志事业转型升级的未来发展趋势使然,志鉴一体的融合机制应引起各级地方志部门高度关注,并采取有效措施加以推进。According to Regulations On the Work of Local Chronicles issued by the State Council,every 20-years will be as a round of compilation of yearbooks and local chronicles.The work of local chronicles throughout the country will launch a third round compilation of yearbooks and local chronicles.From the essentials of integration of yearbooks and local chronicles and the set-up of the third rounds compilation of yearbooks and chronicles,there are some objective favorable conditions in the development of integration mechanism of yearbooks and local chronicles,such as working experience of the integration mechanism,coupled with modern means changing rapidly.There are both connections and differences between local chronicles and yearbooks.The key to integration mechanism working out is to clarify the relationship between the two by analyzing the similarities and differences.Only on the basis of analyzing the differences and promoting the advantages combination between the two,we can conduct the yearbooks and local chronicles to integrate organically and lastingly.From the nature orientation of yearbook in the administrative regulations specified by the State Council,and the compilation achievements accumulated in the first two rounds,in particular,from the development tendency of compilation of the local chronicles throughout the country,the integration mechanism of yearbooks and local chronicles is driven by the development tendency of transformation and upgrading.Local chronicles departments at all levels should pay close attention to the integration mechanism and promote it by taking effective measures.
