摘　　要：新冠肺炎疫情的爆发,给在建工程项目的进度、造价等项目管理工作带来重大影响,由此引发的建设工程索赔较为复杂和困难。从不可抗力和情势变更两个角度,梳理和分析新冠肺炎疫情引发的建设工程索赔适用的法律依据,以及各阶段工期和费用索赔的内容等问题,为新冠肺炎疫情引发的建设工程施工索赔提供思路和建议。The outbreak of Covid-19 event not only had greatly affected the progress and the cost of ongoing construction projects,but also made construction claims become more complex and difficult.This paper analyzes the applicable legal basis of claim from the perspectives of“the force majeure”and“Change of circumstances”,and it in the processing of time limit and cost claims and other issues.It provides ideas and suggestions for the construction project claim under Covid-19 event conditions.
