提升洛阳区域经济中心功能问题研究

摘　　要：河南省提出支持洛阳建设中原城市群副中心城市的发展意见为洛阳第二次腾飞指明了方向。面对新的战略发展机遇,洛阳市应该全面提升城市综合承载能力,突出洛阳的区域经济中心功能,发挥优势,补足短板,积极破解生产要素吸引性不强、产业结构延展性不足、金融循环渗透性不够、遗产资源传承性不活四大问题:倾力打造经济要素汇聚中心、转型发展中心、资本运营中心、国际文旅融合发展中心,在舆论造势、设施联通、产业融合、文化引领诸方面实现新的突破。Province’s proposal to support Luoyang in the construction of the sub-center city of Zhongyuan urban agglomeration points out the direction for Luoyang’s second take off.Affronting the new strategic development opportunities,Luoyang should comprehensively enhance the comprehensive carrying capacity of the city,highlight the function of Luoyang’s regional economic center,develop its advantages,and surmount its inferior.Meanwhile,Luoyang should actively solve the four problems:the attraction of factors of production is not strong,the ductility of industrial structure is insufficient,the permeability of financial cycle is not enough,and the inheritance of heritage resources is not alive.Furthermore,Luoyang will make great efforts to build the center of convergence of economic elements,the center of transformation and development,the center of capital operation and the center of international integration of cultural tourism,so as to achieve new breakthroughs in public opinion,facilities connection,industrial integration and cultural guidance.
