社会治理重心下沉、乡村振兴与乡镇党政干部的流动

摘　　要：随着新时代社会主要矛盾的转变,推进基层社会治理现代化越来越重要。社会治理重心下沉与乡村振兴先后作为解决基层社会主要矛盾的重要决策而提出,对作为最基层的乡镇党委、政府及其干部提出了更高的要求与更多的任务。这也为乡镇党政干部原本就比较频繁的流动增加了新的影响因素。乡镇党政干部的向上、横向与向下流动,都会产生多重的正负效应。为此,县级以上党委政府需要加大对乡镇党政干部的激励措施,同时鼓励干部向下流动到村社,因地制宜地领导和推进乡村振兴。在治理下沉与乡村振兴过程中,乡镇以上党政干部的向下流动既需要完成治理与振兴的任务,又需要解决基层政府日益沉重的乡村社会管理成本问题以提高资源投入的边际效应,还需要达到重塑乡镇政权政治权威与政治信任的目的。而随着“自治、法治、德治”相结合的乡村社会治理体系的逐步形成,下沉的党政干部也需要在乡村社会完成从“进场”到“在场”再到“退场”的转变。With the transformation of the main contradictions in the new era,it is increasingly important to promote the modernization of grassroots social governance.To transfer the focus of social governance and rural revitalization are successively proposed as important decisions to solve the main problems of the grassroots society,and higher requirements and more tasks for the township Party committees and governments and its cadres are put forward,which has also added new factors for the relatively frequent transfer of township cadres.Their upward horizontal and downward movement will have multiple positive and negative effects.To this end,the county-level and above the Party committees and governments need to increase incentives for township cadres,and at the same time encourage cadres to flow down to the rural society to lead and promote rural revitalization in accordance with local conditions.In the process of transferring social governance focus to lower level and rural revitalization,the downward flow of cadres not only needs to complete governance and revitalization tasks,but also needs to solve the problem of the increasingly heavy rural social management costs of the grassroots government in order to increase the margin effect of resource input,and to achieve the purpose of reshaping the political authority and trust of the township governments.With the gradual formation of the rural social governance system combining“autonomy,rule of law,and rule of morality”,the cadres transferred to township also need to complete the transition from“entry”to“presence”then to“exit”in rural society.
