基层社区精细化治理分析——以黄浦区“重塑老城厢”为例

摘　　要：“重塑老城厢”行动提供了一个理念、制度、实践深度融合的精细化治理案例。案例表明,城市精细化治理需要一套环环相扣的精细化治理体系,而其核心要义是“制度”与“生活”的紧密交融。在当前的政社关系格局下,地方政府主动转变行政理念,以解决民生问题为导向,整合治理资源,推动治理权力重心下移,促进社会自组织成长,并基于现实生活寻求城市治理的长效机制,有助于提升城市治理的社会化水平,促进共建共治共享的社会治理格局的形成。The project of“Rebuilding Old Urban Areas”provides a detailed governance case of in-depth integration of ideas,systems and practices.The case shows that the core of careful governance of urban com⁃munities is the close integration of“institutions”with“life”.Under the current mode of political-social rela⁃tions,local governments take the initiative to change their administrative concepts,take solving people’s live⁃lihood issue as the guide,integrate governance resources,promote the downward shift of the focus of gover⁃nance power,accelerate the growth of self-organizing of society,and seek long-term mechanism of urban gov⁃ernance based on real life.All these measures will help to improve the socialization of urban governance and promote the formation of the mode of co-construction,co-governance and shared governance.
