日本地方政府科技创新政策演化路径及启示——基于神奈川县政策文本分析

摘　　要：科技创新已成为国家和地区经济社会发展的重要驱动力,其中地方政府在落实中央政策、促进科技创新发展中起着重要作用。文章以日本地方政府为对象,研究了其科技创新政策演化路径。结果显示:日本地方政府预先规划科技创新政策体系,主要利用环境型与供给型政策工具,增强创新主体的主动型创新意欲,避免结果导向迫使创新主体被动创新,促进本地科技创新活力;同时,根据地方发展阶段与具体发展状况,动态制定、组合与修改科学技术创新政策工具,在完善基础设施建设与直接型人才培养的基础上,转变为强调政府主导目标规划与间接型人才培养,从而持续保持本地科技创新活力。日本地方政府科技创新政策发展的经验可为中国提供一些有益的启示和借鉴。Scientific and technological innovation has become an important driving force of national and regional economic and social development,among which local government plays an important role in implementing the central policy to promote the development of scientific and technological innovation.Taking the local government of Japan as an example,this paper explores the evolution path of its science and technology innovation policy.The results show that local government of Japan has planned the policy system of science and technology innovation in advance,mainly using the environmental and supplyoriented policy tools to enhance the initiative innovation intention of the innovation subject,avoid the result oriented forcing the innovation subject to passive innovation,and promote the vitality of local scientific and technological innovation;at the same time,according to the local development stage and specific development situation,Japanese local government dynamically formulates,combines and modifies the scientific and technological innovation policy tools.On the basis of improving infrastructure construction and direct talent training,Japanese local government changes to emphasize the government's leading goal planning and indirect talent training,so as to maintain the vitality of local scientific and technological innovation.The experience of the development of science and technology innovation policy of local government in Japan can provide some beneficial enlightenment and reference for China.
