摘　　要：一带一路背景下黑龙江省正在积极探索适合本省的对外合作对象和发展路径。开展对俄跨境能源产业合作无疑应该成为黑龙江省新的经济增长点。本文分析了一带一路背景下黑龙江省的定位,通过博弈模型论证了黑龙江省对俄跨境能源合作的收益性,指出了当前黑龙江省对俄跨境能源产业合作存在的主要问题,提出了黑龙江对俄跨境产业合作的必要性。Under the background of the Belt and Road,Heilongjiang province is actively exploring foreign cooperation objects and development paths suitable for the province.To carry out cross-border energy industry cooperation with Russia should undoubtedly become a new economic growth point of Heilongjiang province.This paper analyzes the positioning of Heilongjiang province under the background of the belt and road,demonstrates the profitability of Heilongjiang's cross-border energy cooperation with Russia through the game model,points out the main problems existing in the current Heilongjiang's cross-border energy industry cooperation with Russia,and puts forward the necessity of Heilongjiang's cross-border industrial cooperation with Russia.
