美国《超级基金法》对我国土壤污染防治的启示

摘　　要：我国作为中国人均耕地小国和农业大国,日益严重的土壤环境污染问题已经影响到食品质量安全和人们的身体健康,土壤污染治理已经急不可待。文章从美国超级基金法的产生和发展入手,研究了美国“超级基金法”产生及发展历程,以及超级资金的来源、运行方式和超级基金制度在后期实践与运行中的成功与不足之处,并结合我国目前的土壤污染防治工作,提出我国土壤污染治理的措施建议。As a small cultivated land per capita and a large agricultural country in China,the increasingly serious problem of soil environmental pollution has affected the food quality and safety and people’s health,and the treatment of soil pollution is urgently needed.Starting from the generation and development of the super fund law in the United States,this paper studies the generation and development process of the super fund law in the United States,as well as the source,operation mode of the super fund and the success and deficiency of the super fund system in the later practice and operation.Combined with the current soil pollution prevention and control work in China,this paper puts forward measures and suggestions for soil pollution control in China.
