生产性服务业集聚对城市群经济高质量发展的影响--以长江经济带三大城市群为例  

The effects of producer services agglomeration on urban agglomeration high-quality economic development:an analysis based on the three major urban agglomerations in Yangtze River Economic Belt

摘　　要：基于长江经济带三大城市群的城市面板数据,采用非期望产出-超效率SBM模型及GML指数测度绿色全要素生产率并将其作为经济高质量发展的评价指标,从专业化集聚和多样化集聚两个维度,运用空间杜宾模型检验生产性服务业集聚对城市群经济高质量发展的影响,并识别产业集聚效应中的直接效应与间接效应。研究表明:三大城市群生产性服务业集聚的本地直接效应与城际间接效应存在明显差异,长三角城市群生产性服务业专业化和多样化集聚不仅能促进本地经济高质量发展,还有利于城市群内邻近城市经济的高质量发展;长江中游城市群生产性服务业专业化集聚和多样化集聚促进本地经济高质量发展,但专业化集聚的间接效应不显著,多样化集聚的间接效应为负;成渝城市群生产性服务业集聚的本地效应为正,专业化集聚的间接效应为正,但多样化集聚的间接效应尚不明显。基于此,提出生产性服务业集聚促进城市群经济高质量发展的政策建议。Based on the urban panel data of three urban agglomerations in the Yangtze River Economic Belt,usingUndesirable-SBMSuper efficiency modeland GML index to measure the green total factor productivity as the evaluation index of high-quality economic development,from the two dimensions of specialized agglomeration and diversified agglomeration,the effects of producer services agglomeration on the high-quality economic development in the three urban agglomerations are tested by Spatial Durbin Model,and identify the direct and indirect effect of industrial agglomeration effects.The results show that:the local direct effect and intercity indirect effect of producer servicesagglomerationon the high-quality economic developmentare significantly differentamong the three urban agglomerations.The specialized and diversified agglomeration of producer services in the Yangtze River Delta urban agglomeration can not only promote the high-quality development of local economy,but also benefit the high-quality development of neighboring cities in the urban agglomeration;In the middle reaches of the Yangtze River cluster,the specialized and diversified agglomeration of producer services can promote the high-quality development of local economy,but the indirect effect of specialized agglomeration is notsignificant,the indirect effect of diversified agglomeration is negative;In Chengdu-Chongqing urban agglomeration,the direct and indirect effects of the specialized agglomeration of producer services are both positive,while theindirect effectof diversified agglomeration is not obvious.Finally,it provides policy suggestions for promoting high-quality economic development of urban agglomerations through the agglomeration of producer services.
