摘　　要：两汉时期的政府借贷,作为一种特殊时期的社会救济措施和社会控制手段,被政府经常性使用。政府的借贷物资一般以实物为主,包括种粮、生产工具、土地等。同时,汉代有专门管理借贷事务的人员或机构和相关的法律规定。对于出借的物资,有一定的利息和归还期限。只有在特殊情况下,政府才会“勿收责”,即免除百姓的债务。As a special measure of social relief and a means of exercising social control,the government loan in the Han Dynasty was regularly used by the government.The government’s loan materials are generally in kind,including seed grain,production tools,land,etc.At the same time,the government of the Han Dynasty had personnel or institutions specializing in the management of loan affairs and relevant legal regulations.There was certain interest to be paid and a return deadline to be met for the lent materials.Only under special circumstances can the government“make the debtor exempt from any responsibility”.
