摘　　要：财政政策是构建有效协调的宏观调控新机制的重要组成部分。在新时代加快完善社会主义市场经济体制的大背景下,中国的财政政策定位于更好发挥对经济结构优化升级的支持作用。当前,更加积极有为的财政政策围绕做好“六稳”工作、落实“六保”任务,以更大的政策力度对冲疫情影响,真正发挥稳定经济的关键作用。作为后发崛起的发展中大国,财政政策的导向、模式和策略愈发清晰,挑战亦进一步上升。面对国内外风险明显上升的复杂局面,未来提升财政政策有效性需要更加关注政策的连续性与稳定性,通过搭建高效的财政政策执行与传导机制,解决政策效力可能降低和政策间协调困难等现实问题。Fiscal policy is an important part of building an effective and coordinated macro-control mechanism.Under the background of speeding up the improvement of the socialist market economic system in the new era,China’s fiscal policy is committed to playing a better role in supporting the optimization and upgrading of economic structure.At present,a more positive and promising fiscal policy focuses on doing a good job in the Six Stability work and implementing the Six Guarantee task,with greater policy strength to hedge the impact of the epidemic,and truly play a key role in stabilizing the economy.As a great country,its policy orientation and development model are becoming clearer.Facing the complex situation of increasing domestic and international challenges,it is necessary to pay more attention to the continuity and stability of fiscal policies in the future.Through the establishment of efficient financial policy implementation and transmission mechanism,we can solve practical problems such as the possible reduction of policy effectiveness and the difficulties in policy coordination.
