摘　　要：《中导条约》是美苏在冷战期间签署的一项重大军控协定。2019年8月,基于各自国家利益的考量,美俄两国在政治互信严重缺失的背景下,经过长期相互指责,最终先后退出《中导条约》。《中导条约》起源于欧洲安全,是维系欧洲安全的基石。条约瓦解不仅使欧洲安全格局重陷冷战期间的核危机状态,而且加深了欧盟内部的政治分歧与裂痕,并对欧美关系造成严重影响,从而使欧洲陷入巨大的地缘政治困境。鉴于全球化时代相互依赖的国际关系体系,中导危机的影响是综合性的,它不仅影响到欧洲地缘政治安全,同样会给国际安全体系、大国关系乃至世界秩序造成极大冲击,对中国的核战略和周边安全环境也会带来不利影响。The INF Treaty is a major arms control agreement signed by the United States and the Soviet Union during the Cold War.In August 2019,based on consideration of their respective national interests,the United States and Russia finally withdrew from the INF Treaty after a long period of mutual accusations and a serious lack of political mutual trust.Originating from the European security,the INF Treaty is the cornerstone for maintaining European security.The collapse of the treaty not only brings the European security architecture back into a nuclear crisis like in the Cold War,but also deepens political divergence and rifts within the European Union.Meanwhile,it also had serious impacts on Europe-America relationship,thus forcing Europe to face severe geopolitical dilemmas.In view of the interdependent international systems in the era of globalization,the impact of the INF Treaty Crisis is comprehensive.It not only affects European geopolitical security,but also greatly shocks the international security system,relations among major countries,and even the whole world order.Besides,it is also detrimental to China’s nuclear strategy and neighboring security conditions.
