摘　　要：以CPTPP文本中的金融服务条款作为突破口进行分析,并对从GATS到CPTPP的规则演变历程进行梳理,发现金融服务条款的生成是诸多因素的结果。通过对"最低待遇""不符措施""例外""附条件的金融服务投资争端解决双机制""金融数据本地化"等剖析,以及对照中国近年来负面清单机制建设、跨境金融服务贸易市场开放、金融业开放等措施和金融服务STRI指数较高的现状,提出应该从进一步深化CPTPP金融服务条款研究、稳步有序结构化推进金融开放、通过自贸体系试验金融服务相关条款,以便为我国加入CPTPP做好金融技术的准备。This paper is analyzed based on the financial service terms of CPTPP text as a breakthrough, and which are formed by many factors through combing the rule evolution process from GATS to CPTPP. Such items as "minimum treatment", "inconsistent measures", "exceptions", conditional and dual mechanism of financial service investment dispute settlement and "financial data localization" are decomposed, by comparing with the negative list mechanism construction of China’s financial service trade, cross-border financial service trade market opening, financial industry opening and other measures in recent years and considering the fact that STRI index of China’s financial service is still high, and further deepening the research on the financial service terms of CPTPP, promoting structural opening policies steadily and orderly and carrying out experiments through the domestic open highlands are proposed from three aspects so as to make prepare for financial technique of joining CPTPP.
