铸牢少数民族流动人口中华民族共同体意识——基于城市少数民族流动人口的视角探析

摘　　要：党的十九届四中全会指出,“坚持各民族一律平等,铸牢中华民族共同体意识,实现共同团结奋斗、共同繁荣发展”是我国国家制度和治理体系的一项显著优势,而在我国改革开放和城市化的推进过程中,各族人口流动日趋频繁,城市民族事务工作所面临的困境和挑战也逐渐增加。当前,坚持制度优势,铸牢城市少数民族流动人口中华民族共同体意识成为治理城市民族事务效能的关键。因此,需要结合城市少数民族流动人口的特点,以发展生产力来保障美好生活,以社会主义核心价值观引领民族思想,以深入开展民族团结进步教育及在法治框架下扎实推进城市互嵌式社区共同体建设等路径实践,实现铸牢城市少数民族流动人口中华民族共同体意识的目标,破解治理困境。The Fourth Plenary Session of the Nineteenth Central Committee of the CPC pointed out that"adhere to theequality of all ethnic groups,solidify the consciousness of the Chinese national community,achieve common unity and struggle,and common prosperity and development"is a significant advantage of China's national system and governance system.In the process of opening up and urbanization,the movement of people of all nationalities is becoming more frequent,and the dilemmas and challenges faced by urban ethnic affairs are gradually increasing,especially in the development and governance of urban minorities.At present,it is the key to governing the effectiveness of urban ethnic affairs that adheres to the system advantages and solidifies the awareness of the Chinese ethnic community in the urban minority floating population.Therefore,it is necessary to combine the characteristics of urban minorities floating population,develop productive forces to satisfy the urban minorities floating population’s longing for a better life,and build a spiritual home for all ethnic groups with the core values of socialism,in order to develop urban ethnic minority unity and progress Education to promote ethnic exchanges and exchanges and solidly promote the construction of urban embedded community communities within the framework of the rule of law,to achieve the goal of solidifying the consciousness of the Chinese nation community in urban minority floating populations,and to solve the governance dilemma.
