摘 要:研究目的:探讨农户异质性作用下金融机构农地抵押贷款供给意愿及其行为,考察金融机构在异质性农户农地抵押贷款供给中是否存在结构性差异。研究方法:采用Probit和Tobit模型对黑龙江省4县(区)1057户农户实地调研数据进行实证分析。研究结果:相对于流转型土地经营权,农户承包型土地经营权面积增加对金融机构农地抵押贷款供给的促进作用更明显;农户土地实际经营面积增加仅会提高金融机构农地抵押贷款供给意愿,但难以扩大农地贷款规模;农户租金年付制土地占比过高会抑制金融机构供贷积极性,且这种影响对规模主体更显著;土地依赖性、有无社会关系等变量对金融机构供给不同类型农户的影响在作用方向和强度上存在区别,金融机构在异质性农户农地抵押贷款供给中存在结构性差异。研究结论:政府应制定差异化的金融政策,探索建立稳定长期的农地流转合作机制,提高流转型农地稳定性,鼓励开展中长期农地金融业务,以满足异质性农户金融需求。The purposes of this paper are to explore the willingness and behavior of financial institutions to provide farmland mortgage under the role of rural households’heterogeneity,and to investigate whether financial institutions have structural differences in heterogeneous rural household’s farmland mortgage.The research method is to use Probit and Tobit models to conduct empirical analysis on the field survey data of 1057 rural households in four counties(districts)of Heilongjiang Province.The results indicate that:compared with the transfer of land management rights,the increase in the area of rural household contracted land management rights has a more obvious role in promoting the provision of farmland mortgage by financial institutions.The increase in the actual operating area of rural households only increases the willingness of financial institutions to provide farmland mortgage,but it cannot expand the scale of farmland loans.Too high annual payment rate of farmland rent will inhibit the enthusiasm of financial institutions to provide rural households with loans,the effect of which is more significant for the main body of scale.There are differences in the direction and intensity of the impact of land dependence,social relations and other variables on the supply of different types of rural households by financial institutions.There are structural differences in the supply of heterogeneous rural households’farmland mortgage by financial institutions.In conclusion,the government should formulate differentiated financial policies,explore and establish a stable and long-term cooperation mechanism for farmland transfer,improve the stability of farmland transfer,and encourage the development of medium and long-term farmland financial business to meet the financial needs of heterogeneous rural households.
