基于“三生”功能的黑土区耕地资源价值影响因素分析——以黑龙江省克山县为例

摘　　要：研究目的:分析耕地"三生"功能影响因素与耕地资源价值之间的相互作用关系,为完善耕地保护补偿机制提供科学依据。研究方法:计量经济模型、空间展布模型、小波相干模型。研究结果:(1)研究区的耕地资源价值平均值为146.89元/m^2,其中耕地资源社会价值最高,经济价值次之,生态价值最低。样本区耕地资源价值呈自西北向东南降低的明显空间分异特征。(2)基于耕地"三生"功能要素,影响研究区耕地资源价值的敏感性因子9个,影响强度大小有所不同。其中建设用地比例、病虫害发生面积和障碍层厚度三个敏感因子对耕地资源价值的提升具有反向作用,其他因子具有正向作用。研究结论:耕地的"三生"功能要素对耕地资源价值作用的强度大小和方向不同,耕地资源价值应体现耕地的"三生"功能影响因素。耕地保护补偿方式应从耕地的数量、质量和生态补偿向基于耕地"三生"功能因素的综合补偿方式转变,这也与征地补偿的初衷--农民原有生活水平不降低、长远生计有保障的目标相符。The purposes of this paper are to clarify the interaction between production-living-ecological functions of cultivated land and cultivated land resources value and provide a scientific basis for the compensation system of cultivated land protection.The research methods include econometric model,spatial distribution model and wavelet coherence model.The results indicated that:1)the average cultivated land resources value in the research area is 146.89 yuan/m^2.Cultivated land in the research area shows the highest social value,followed by the economic value,and it exhibits the lowest ecological value.The cultivated land resources value in the sample area shows obvious spatial differentiation characteristics which is a downward trend from northwest to southeast.2)There are 9 sensitive factors of cultivated land resources value based on production-living-ecological functions of cultivated land.Three of them have negative impact on cultivated land resources value,including the proportion of construction land,the area of plant diseases and pests and the thickness of barrier layer,while other sensitive factors have positive effects.In conclusion,the production-living-ecological functions of cultivated land have various impacts on cultivated land resources value,and cultivated land resources value should reflect the influences of production-living-ecological functions of cultivated land in practice.The compensation system of cultivated land protection should be transformed from the quantity,quality and ecology to a compensation for production-living-ecological functions of cultivated land.This content is consistent with the goal of the compensation of land acquisition,that is not reducing the farmers’original living standards and long-term life guaranteed.
