浅谈移民安置补偿费用概算管理

摘　　要：以SPEJ、DQ电站为例,论述水电工程建设征地移民安置补偿费用概算调整的原因。工程建设实践证明,通过加强政府主导、完善法规政策和技术标准,探索实施动态管理、创新工程建设模式、加强公众参与等方式,可以进一步规范水电工程移民安置补偿费用概算编制行为,补偿费用概算能够得到有效控制。Taking SPEJ and DQ hydropower stations as examples,the reasons for the adjustment of resettlement compensation budget for hydropower project are discussed.The engineering practices have proved that,by strengthening government s leadership,improving laws,regulations,policies and technical standards,exploring the implementation of dynamic management,innovating engineering construction mode,and strengthening public participation,the compilation of compensation cost estimates for resettlement of hydropower projects can be further regulated,and the resettlement compensation budget can be effectively controlled.
