摘　　要：新冠疫情已经成为席卷全球的传染病,我国目前已经暂时控制住病毒的持续传播。这其中应对重大灾情疫情所建立的国家医药储备制度起到了十分重要的作用,但也暴露出了一些不足和短板。本文通过PEST模型对我国医药储备体系进行了全面的梳理,为我国医药储备提出如下建议:加强社会共治,构建多主体的医药储备体系;建立全覆盖的智慧管理信息系统;加强医药储备的法治保障;开展医药储备管理创新,动态调整医药储备目录和计划。The novel coronavirus pneumonia epidemic has ravaged over the world.We have temporarily controlled the continuous spread of the epidemic,and the national medical reserve system established in response to major disasters and epidemic has played a very important role.But it also exposes some shortcomings that need to be improved.The article comprehensively sorts out Chinas pharmaceutical reserve system through the PEST model,and puts forward the following suggestions for Chinas pharmaceutical reserve:strengthen social co-governance,build a multi-agent pharmaceutical reserve system;establish a fully covered smart management information system;strengthen the laws of pharmaceutical reserve Guarantee;carry out innovations in the management of pharmaceutical reserves and dynamically adjust the catalogue and plan of pharmaceutical reserves.
