摘　　要：基于对应急管理相关研究文献的梳理,结合我国新冠肺炎疫情应急管理实际情况,探讨应急管理相关概念与研究现状,并对我国突发公共卫生事件应急管理体系建设提出了强化风险全过程精准防控、提升应急管理的法制化和规模化水平、加强应急管理专业人才培养、优化治理机制、建立健全自上而下的应急管理组织体系等建议。Based on reviewing relevant research literature on emergency management,combining with the actual situation of COVID-19 outbreak in China.It discusses the relevant concepts and research status of emergency management and puts forward some suggestions for the establishment of emergency management system for public health emergencies in China,such as strengthening accurate prevention and control in overall process of the risk,promoting legislation and large-scale level of emergency management,strengthening professional talents training of emergency management,optimizing governance mechanism,establishing and perfecting top-down emergency management organization system.
