财政支农对北京农业经济发展的影响分析

摘　　要：作为国家治理的基础和重要支柱,财政在乡村发展过程中发挥着中流砥柱的作用。以北京市财政支农为例,首先分析了北京市财政支农的总体现状,指出了财政支农供需的主要矛盾;在此基础之上,进一步分析了北京市财政支农对农业经济的影响,着重剖析了北京市财政支农结构对北京农业经济发展的贡献程度。最后,从构建财政投入保障机制、加大农业科研投入、加强环境治理与保护、完善财政支农资金管理体制、构建财政引导多元并进的投入格局等方面提出了优化北京市财政支农结构的政策建议。As the foundation and important pillar of national governance,finance plays a pivotal role in the process of rural development.Taking the financial support to agriculture of Beijing as an example,this paper firstly analyzed the general situation of financial support to agriculture of Beijing and pointed out the main contradiction between supply and demand of financial support to agriculture.On this basis,this paper further analyzed the impact of Beijing's financial support to agriculture on the agricultural economy,and emphatically analyzed the contribution of Beijing's financial support to agriculture structure to the development of Beijing's agricultural economy.Finally,some policy suggestions on optimizing Beijing's financial support structure for agriculture were put forward from the aspects of constructing the guarantee mechanism of financial input,increasing agricultural research input,strengthening environmental governance and protection,perfecting the management system of financial support for agriculture,and constructing the investment pattern of financial guidance for multiple development.
