摘 要:随着我国城市化进程的加快,城市集聚效应越来越明显。发达国家的成功案例表明,将自然灾害风险评估与土地资源利用规划相结合,可以有效提高防灾效率,增强城市抵御自然灾害的能力。针对当前城市建设面临的防震减灾薄弱、基础设施薄弱、土地规划不合理等典型问题,将地震灾害风险分析与国土资源利用和防灾减灾规划相结合,以大同盆地为研究对象,在钻孔剪切波速测试和区域场地地震地质条件分析的基础上,采用空间插值方法,给出了大同盆地场地地震动的等效剪切波速Vse和放大效应分布。根据地震危险性分析、断层活动性分析、场地地震地质条件分析、地震放大效应分析和地震地质灾害判定结果,基于系统聚类方法,建立了大同盆地土地资源防震减灾适宜性规划体系,并提出了相应的防震减灾对策建议。研究结果可有效降低灾害风险对目标城市的影响,增强大同盆地城市群抵御自然灾害的能力。With the acceleration of urbanization in China,the effect of urban agglomeration is more and more obvious.The successful cases in developed countries show that the combination of natural disaster risk assessment and land use planning can effectively improve the efficiency of disaster prevention and enhance the ability of cities to resist natural disasters.In view of the typical problems such as weak earthquake prevention and mitigation,weak infrastructure,unreasonable land planning and so on,the paper combines the risk analysis of earthquake disaster with the utilization of land and resources and the planning of disaster prevention and mitigation.Taking Datong Basin as the research object,based on the test of borehole shear wave velocity and the analysis of regional site seismic geological conditions,the spatial interpolation method is used to give Datong Equivalent shear wave velocity Vse and amplification effect distribution of ground motion in basin site.According to the results of seismic risk analysis,fault activity analysis,site seismic geological condition analysis,seismic amplification effect analysis and seismic geological disaster determination,based on the method of system clustering,the suitability planning system of Datong basin land resources for earthquake prevention and disaster reduction is established,and the corresponding countermeasures and suggestions for earthquake prevention and disaster reduction are put forward.The results can effectively reduce the impact of disaster risk on the target city and enhance the ability of Datong Basin urban agglomeration to resist natural disasters.
