“大棚房”治理的公共政策实践思考

摘　　要：“大棚房”专项整治是治理农地非农化的重要举措,实践中取得了突出效果,但在治理过程中也出现了不同的政策实践偏移,表现在治理过程“一刀切”;治理政策边界模糊;部门政策缺乏协同;政策时效与农业经营主体的实际需求存在制度性非匹配;运动式治理的短期性和事后性。针对以上政策实践问题,提出以下思考:一是上级政府公共政策的传递与基层政府的政策实践需保持一定弹性;二是提高公共事务治理中的部门政策协同性,促进行政执法合理有效;三是公共政策的制定需兼顾前瞻性、规范性、时效性,稳定相关农业经营主体的心理预期。The special rectification of“greenhouse house”is an important measure to control the non-agricultural use of agricultural land.It has achieved outstanding results in practice,but there are also different policy practice deviations in the process of governance,which are manifested in the“one size fits all”of the governance process;the blurring of the boundaries of the governance policy;the lack of coordination of the departmental policies;the institutional mismatch between the policy timeliness and the actual needs of the agricultural business entities;the short-term,and ex-post of campaign-styled governance.In response to the above policy practice issues,the article proposes the following considerations:First,the transfer of public policies of higher-level governments and the transmission of public policies of higher-level governments and the policy practice of grassroots governments need to maintain a certain degree of flexibility;second,to improve the coordination of departmental policies in the governance of public affairs and promote administrative law enforcement reasonably and effectively;third,the formulation of public policies needs to take into account forward-looking,normative,and timeliness,and stabilize the psychological expectations of relevant agricultural business entities.
