非标准住宿模式的治安管理对策研究

摘　　要：共享经济浪潮下,非标准住宿业呈现良好发展态势,市场份额增长迅猛。但与此同时,非标准住宿业由于分类不清,管辖不明,缺少相关理论研究,给公安机关治安管理带来困难,加强相关治安管理对策研究迫在眉睫。应在尊重市场规律的前提下树立现代治理理念,理清非标准住宿模式的类别,调试治安秩序与行业自由之间关系的平衡,为制定有针对性的治安管理规范提供思路。同时,要辅助运用现代互联应用技术,多主体联动,从信息摸排、资质审查、产品定性、订单监管、入住登记、安全监测各环节实现公安机关对非标准住宿业的动态闭环管控,以达到良好管理效果。Under the tide of sharing economy, non-standard accommodation industry presents a good development trend and its market share grows rapidly. However, at the same time,non-standard accommodation industry due to unclear classification, unclear jurisdiction, lack of relevant theoretical research, brings difficulties to the public security management of the public security organs, and it is urgent to strengthen the research on relevant countermeasures of public security management. On the premise of respecting the law of the market, we should establish the concept of modern governance, try to clarify the categories of non-standard accommodation modes, adjust the balance between the public security order and the freedom of the industry, and provide ideas for the development of targeted public security management norms. With the assistance of modern Internet application technology, multiple subjects are linked together to realize the dynamic closed-loop control of non-standard accommodation industry by public security organs from the aspects of information sorting, qualification examination, product qualification, order supervision, check-in and security monitoring,so as to achieve good management effect.
