摘　　要：高新技术企业集聚有利于优化城市要素资源配置、提升城市竞争力。基于集聚经济理论,构建高新技术企业选址理论分析框架,利用2003~2013年的城市统计年鉴和中国工业企业数据,实证我国高新技术企业选址的影响因素并进行异质性分析。结果表明,从总体看,城市外商直接投资、货运总量、知识溢出等对高新技术企业选址存在显著影响,但交通基础设施、行政审批等因素不显著;从分样本看,对于不同所有制企业和不同经济发展阶段、不同区域属性的城市,高新技术企业选址偏好具有较大的差异。基于此,从完善城市基础设施建设、积极引进优质创新项目、精准制定差异化产业政策等方面提出政策建议。The agglomeration of high-tech enterprises is conducive to optimizing the allocation of urban factor resources and enhancing urban competitiveness. Based on the theory of agglomeration economy, this paper constructs the theoretical analysis framework of location selection of high-tech enterprises, and USES the urban statistical yearbook from 2003 to 2013 and the data of Chinese industrial enterprises to demonstrate the influencing factors of location selection of high-tech enterprises in China and conduct heterogeneity analysis. The results show that, on the whole, fdi, total freight volume, knowledge spillover and other factors have significant influence on the location of high-tech enterprises, but the factors such as transportation infrastructure and administrative examination and approval are not significant. According to the samples, there are great differences in the location preference of high-tech enterprises in cities with different ownership, different stages of economic development and different regional attributes. Based on this, policy Suggestions are put forward from the aspects of actively introducing high-quality innovation projects, improving urban infrastructure construction, and accurately formulating differentiated industrial policies.
