摘　　要：轨道交通安全性是其满足公众需求的首要属性。轨道交通安全文化作为科学技术与文化融合发展的交叉学科,贯穿于轨道交通建设、运营、养护维修的全领域、全过程,呈现为器物、理念、制度、法规、习惯及民俗等一系列有形无形的成果,并处在持续的积累和延拓过程中。分析了轨道交通安全的风险源,介绍了瑞士奶酪模型,论述了轨道交通安全管理中的风险管控、应急处置、事后处理等阶段的工作重点,阐述了新冠疫情中公共卫生安全管理工作给轨道交通安全管理工作带来的启示;轨道交通安全的相关注意事项、制度和习俗养成经验等文化建设成果也适用于社会生活的其他方面。The safety of rail transit is the primary attribute to meet the needs of the public.The safety culture of rail transit,as an interdisciplinary subject integrating science and technology with culture,runs through the whole life cycle of rail transit construction,operation,maintenance and repair.It presents a series of tangible and intangible achievements such as utensils,concepts,systems,regulations and customs,and is also in the process of continuous accumulation and extension.The risk sources of rail transit safety are analyzed.The model of Swiss Cheese is introduced.The focuses of work in the stages of risk control,emergency disposal and post-processing in rail transit safety management are expounded.And the enlightenment of public health safety management experience during the COVID-19 outbreak is introduced to rail transit safety management.The achievements of cultural construction,such as notes on rail transit safety,experience of system and custom development,are also applicable to other aspects of social life.
