多方博弈下的统计反腐制度融合研究

摘　　要：在统计主体多元化、统计利益输送多样化、统计干预手段隐蔽化的多方博弈下,单纯依靠统计法制治理统计造假、弄虚作假存在局限性,建立党纪政纪国法"三位一体"的统计反腐制度,对于维护统计客观性和政府统计公信力、提高宏观决策水平和治国理政能力、弘扬实事求是精神和传承中华民族诚信文化都有重要意义,这是多党轮流执政国家无法企及的官方统计治理方略。中国特色社会主义最本质的特征是中国共产党领导,中华人民共和国宪法是党纪、政纪、实体法律的根本遵循,因而三者之间具有深度融合的政治基础、思想基础、价值基础和文化基础。目前,党纪政纪国法共治统计腐败的制度格局初步形成,但协同效应十分有限。为此,迫切需要建立统计违纪违法信息沟通制度、党纪政纪国法相互衔接制度和纪检、监察、统计协同督察制度,以促进党纪政纪国法交融渗透,切实提高统计反腐协同效率。Under the multi-player game of the plurality of statistical stakeholders,the diversification of statistical interest transmission and the concealment of statistical intervention means,there are limitations in simply relying on the statistical legal system to deal with statistical fraud.The establishment of the"Trinity"statistical anti-corruption system of Party discipline,political discipline and national law is of great significance in maintaining statistical objectivity and the credibility of government statistics,improving the level of macro decision-making and the ability of governance,promoting the spirit of seeking truth from facts,and inheriting the culture of integrity of the Chinese nation.It is an official statistical governance strategy that can not be achieved by a multi-party country in power in turn.The most essential feature of socialism with Chinese characteristics is the leadership of the Communist Party of China.The Constitution of the People’s Republic of China is the fundamental observance of Party discipline,political discipline and substantive laws.Therefore,there are political,ideological,value and cultural foundations for the deep integration of the three.At present,the system pattern of co-governance by party discipline,government discipline and state law is initially formed,but the synergy effect is very limited.Therefore,it is urgent to establish a statistical communication system for violations of laws and regulations,a system for interlinking Party discipline,political discipline and law,and a coordination system of disciplinary inspection,supervision and statistics,so as to promote the integration of Party discipline,political discipline and national law,and effectively improve the collaborative efficiency of statistical anti-corruption.
