摘 要:以突发环境事件风险物质盐酸为研究对象,研究盐酸突发环境事件风险防控与处置措施合理性和科学性。分析计算了盐酸泄漏处置措施如稀释法、中和法、降温法和油封法中氯化氢挥发量变化,发现了稀释法存在盐酸体积增加而超出环保设施容积导致酸液外漏的风险,中和法由于酸碱反应放热存在而氯化氢挥发量增加风险,并提出了油封法是控制盐酸挥发的科学方法。Taking hydrochloric acid as the research object,this paper studies the rationality and scientificity of the prevention,control and disposal measures for hydrochloric acid emergency.By analyzing and calculating the hydrogen chloride volatilization in the hydrochloric acid leakage disposal measures,such as dilution method,neutralization method,cooling method and oil seal method,it is found that in dilution method there is a risk of acid leakage due to the increase of hydrochloric acid volume,exceeding the volume of environmental protection facilities,and in neutralization method there is a risk of the increase of hydrogen chloride volatilization due to exothermic acid-base reaction.It is proposed that oil seal method is a scientific method to control the volatilization of hydrochloric acid。
